This document is a public offer (hereinafter — Offer) in accordance with the applicable legislation of the Republic of Uzbekistan and defines the terms of service provision under the SNS-IX brand (hereinafter — Operator).

Any person who accepts the Offer (in the manner specified below) becomes the Customer and is considered to have concluded a contract on the set terms.

1. Terms and Definitions

Operator — legal entity providing SNS-IX services (details and contacts are in Section 15).
Customer — legal entity/sole proprietor accepting the Offer.
Services — Internet Exchange Point (IXP) services, IX-as-a-Service, and related services listed in Section 2.
Port — physical or logical interface connecting the Customer to the Operator's infrastructure.
Cross-connect — physical connection at the hosting site (cabling) between Customer equipment and Operator/partner equipment/rack.
Remote Peering — connection to SNS-IX via partner network/transport without physical presence at the site.
Tariffs — cost of services published on the Operator's website and/or in the commercial proposal/invoice.

2. Subject of the Offer

2.1. The Operator provides the Customer with services related to connecting and using SNS-IX infrastructure, including (but not limited to):

  • provision of SNS-IX connection port (1G/10G/25G/40G/100G, etc. — depending on availability);
  • organization of local traffic exchange (peering) between members;
  • provision of Route Server services (if available);
  • IX-as-a-Service (transport/access to exchange point via partners);
  • organization of cross-connects (if technically feasible);
  • technical support and connection maintenance;
  • additional services upon request (monitoring, basic filtering, secure integration recommendations, etc., if offered by the Operator).

2.2. The specific scope of Services, parameters, and costs are defined by Tariffs and/or Invoice (Commercial Proposal).

3. Acceptance Procedure

3.1. Acceptance of the Offer is considered the performance by the Customer of one or more actions:

  • submitting an application for connection/service on the sns-ix.uz website;
  • sending a signed application/form to the Operator's email;
  • payment of an invoice issued by the Operator;
  • actual use of Services after provision of access/port.

3.2. From the moment of acceptance, the Offer is considered a concluded contract between the Operator and the Customer.

4. Connection Terms and Start of Service

4.1. The Operator begins providing services after all conditions are met:

  • technical feasibility of connection is confirmed;
  • necessary data received (ASN, NOC contacts, technical parameters);
  • terms agreed and/or services paid according to invoice (if prepayment applies).

4.2. Technical requirements and regulations (including BGP/peering conditions) may be published on the Operator's website and are mandatory for compliance.

5. Rights and Obligations

5.1. The Operator undertakes to:

  • provide access to SNS-IX infrastructure in the volume agreed with the Customer;
  • ensure technical support for connection in a working order;
  • take reasonable measures to maintain infrastructure operability;
  • notify of planned maintenance (in advance if possible).

5.2. The Operator has the right to:

  • change Tariffs and service terms by publishing a new revision on the website (terms of the paid period apply for already paid periods);
  • suspend services if the Customer violates operational/security rules, has debt, or threatens network stability;
  • conduct planned and emergency maintenance to maintain infrastructure stability.

5.3. The Customer undertakes to:

  • provide accurate data (ASN, NOC contact, technical parameters, details);
  • comply with Operator's technical and operational requirements;
  • use services in good faith, without threatening infrastructure and other members;
  • timely pay for services according to invoices.

5.4. The Customer has the right to:

  • receive services according to the chosen tariff/invoice;
  • contact support regarding connection and operation;
  • terminate services as provided in Section 12.

6. Tariffs and Payment Procedure

6.1. Service cost is determined by Tariffs on the Operator's website and/or commercial proposal/invoice.
6.2. Payment is made by bank transfer to the Operator's account unless otherwise agreed.
6.3. Services may be provided on a prepayment basis (e.g., monthly) or other agreed schedule.
6.4. The payment date is the date funds are credited to the Operator's account.

7. Quality and Service Level

7.1. The Operator makes reasonable efforts to ensure stable operation of the SNS-IX infrastructure.
7.2. The Operator does not guarantee the absence of short-term interruptions related to: planned maintenance, accidents at sites/communication lines, actions of third parties, force majeure, restrictions by government bodies or telecom operators.
7.3. If an SLA is provided on the website/in contract addenda — SLA terms apply; if no SLA is published, services are provided "as is" (best effort) for traffic exchange, without guarantees of specific bandwidth between members.

8. Restrictions and Rules of Use

8.1. Using SNS-IX infrastructure for illegal activities is prohibited, including (but not limited to): malware distribution, DDoS attacks, unauthorized access attempts, network interference.
8.2. In case of a threat to infrastructure stability, the Operator has the right to promptly limit/suspend the service until causes are eliminated.

9. Liability of Parties

9.1. Parties are liable in accordance with applicable law and Offer terms.
9.2. The Operator is not liable for:

  • quality of third-party services (telecom operators, data centers, transport providers) if used for connection;
  • Customer losses caused by issues outside Operator's infrastructure;
  • indirect losses, lost profit, data loss, and/or reputational damage.

9.3. The Operator's total liability for any claims is limited to the amount of services actually paid by the Customer for the last paid period, unless otherwise established by law or separate signed agreement.

10. Confidentiality

10.1. Parties undertake to maintain confidentiality of information obtained during connection and service provision (schemes, parameters, contacts, commercial terms), except for information subject to disclosure by law.
10.2. The Customer agrees that the Operator may mention the Customer in the member/partner list (logo/name) only with consent or if provided by application/contract terms.

11. Personal Data

11.1. The Operator processes personal data of Customer contact persons (e.g., name, phone, email) solely for interaction and service provision purposes.
11.2. Data processing order is regulated by the Privacy Policy on the sns-ix.uz website.

12. Term and Termination

12.1. The Offer is valid indefinitely until replaced by a new revision on the website.
12.2. The Customer has the right to terminate services by notifying the Operator in writing (email acceptable) within a reasonable time, usually at least 30 calendar days, unless otherwise stated in tariff/invoice.
12.3. The Operator has the right to suspend or terminate services in case of debt, violation of usage rules, or other grounds provided by Offer and law.
12.4. Funds for unused periods are returned if provided by tariff/invoice and law, minus actually rendered services and expenses.

13. Force Majeure

13.1. Parties are released from liability for partial or complete non-performance of obligations upon occurrence of force majeure circumstances.
13.2. The party for which force majeure occurred notifies the other party within reasonable time.

14. Dispute Resolution

14.1. Disputes and disagreements are resolved by parties through negotiations and exchange of written notifications.
14.2. Without agreement, the dispute is subject to review in accordance with applicable legislation of the Republic of Uzbekistan.
